This is a Pebbles-size/scale (about 5 /14" tall), glossy blue decorator Peter Stone "Star of Wonder".  This cutie was a 2003 Tractor Supply Company Dealer Special Run.  She was produced from the Saddlebred mold and is hand-numbered on her belly.  Lovely condition.
