This is a Traditional-size/scale (about 11" tall), glossy gray Peter Stone "Riegsecker 2004 - Mayfest Special Run Drafter".  This fellow was a Dad's Toys SR at the Stone Horse County Fair (2004).  100 pieces were made from the Standing Drafter mold.  He is number 2/100 and is signed by both Mel Riegsecker & Peter Stone - May 2004".  Excellent condition.
